BBIN Countries Met in Dhaka to Discuss Implementation of BBIN MVA

6 March 2024

Bhutan is contemplating rejoining the Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (BBIN MVA). This development was communicated during a meeting in Dhaka, Bangladesh, focused on the implementation of the BBIN MVA.

Bhutan participates as an observer at BBIN meetings. The recent meeting in Dhaka was attended by high-level delegates from each country. The delegates expressed optimism that the BBIN MVA would usher in a new era of physical connectivity in the subregion.

The meeting's discussions included the progress of the BBIN MVA and a detailed examination of a draft protocol for cargo vehicle movement. The operationalization of this framework is expected to enhance economies in the BBIN subregion by boosting trade and commerce and fostering people-to-people contact, facilitating trust building and further cooperation in the region.

All participating countries reaffirmed their commitment to the early implementation of the BBIN process, aiming to promote greater regional cooperation.

The BBIN MVA, an agreement aimed at regulating vehicular traffic for passengers, personal, and cargo among the four nations, was originally signed on 15 June 2015, in Thimphu, Bhutan. The Governments of Bangladesh, India, and Nepal have ratified the agreement. Bhutan held back on ratifying the agreement. However, Bhutan encouraged the other nations to proceed with the agreement.
