Training (Second Batch) on Post Clearance Audit for Bhutan Customs

A post-clearance audit (PCA) training was held at Punakha on 26-30 September 2022 for the second batch of customs officials from the Government of Bhutan’s Department of Revenue and Customs (DRC). The workshop was organized by the Asian Development Bank (ADB) and is the penultimate capacity-building training activity held as part of the action plan to take PCA forward in Bhutan. A “train-the-trainers” course is also set to be scheduled for Bhutan customs officials.
The workshop was facilitated by Mr. Paul Collins, PCA expert and ADB consultant. More than 20 participants attended the training, which covered discussions on Principles of Auditing, Audit Planning, Non-Systems Based Controls, Interview Techniques, and Internal Controls.
The event was supported by the ADB technical assistance TA 9578: Implementing Trade Facilitation Initiatives under the South Asia Subregional Economic Cooperation (SASEC) Program. At the workshop's closing session, the ADB turned over a printed copy of the finalized Standard Operating Procedures to Mr. Gyeltshen, Officiating Director General of DRC. The DRC is set to implement the PCA.
